Requires the State Department of Social Services to provide incentive payments to counties that meet child welfare services targeted workload ratio recommendations from an existing evaluation, subject to legislative appropriation.

Incentive payments must be separate from and in addition to funds allocated to counties for child welfare services from the Local Revenue Fund 2011.

Establishes legislative findings that child welfare agencies face significant workload demands due to understaffing and high turnover rates of social workers.

Declares the intent to create an incentive program supporting counties that achieve targeted workload ratio goals to further support children in the foster care system.
