Requires the Student Aid Commission to establish an educational loan repayment program for first responders serving in disadvantaged communities, upon legislative appropriation.

Limits loan forgiveness awards to a maximum of $50,000 per applicant and requires applicants to be active first responders with minimum 5 years of service in a disadvantaged community.

Requires applicants to provide proof of full-time employment and attestation under penalty of perjury from their supervisor or manager confirming good standing.

Creates the Disadvantaged Communities Account for First Responders Fund to receive donations and appropriated funds for the program, with the commission authorized to monitor for fraud and pursue legal recovery of improperly awarded funds.

Mandates the Student Aid Commission to submit annual reports to the Legislature by January 1 detailing the number of awardees, fund amounts, and recommendations for program improvement.
