Requires all beds in a chemical dependency recovery hospital to be designated exclusively for alcohol or other drug dependency treatment services.

Authorizes chemical dependency recovery services to be provided in a freestanding facility, a hospital building dedicated solely to chemical dependency recovery, a distinct part of a hospital, or a hospital building removed from general acute care use.

Restricts colocation of chemical dependency recovery services as a distinct part to only other services or distinct parts within the same parent general acute care or acute psychiatric hospital.

Requires separately licensed chemical dependency recovery hospitals not affiliated with a general acute care hospital to maintain agreements with general acute care hospitals for 24-hour emergency service, pharmacy, laboratory, and other departmentally required services.

Mandates chemical dependency recovery services comply with basic services requirements (patient counseling, group therapy, physical conditioning, family therapy, outpatient services, dietetic services) and optional services if department-approved.
