Extends eligibility certification for state preschool programs from 12 months to 24 months, allowing families to maintain eligibility without reporting changes for 24 months.

Increases adjustment factors for full-day preschool serving children with exceptional needs (2.40), dual language learners (1.2), and children 47 months or younger (1.8) to better reflect service costs.

Prohibits collection of family fees for preschool and childcare services in fiscal year 2022–23 and provides 100% reimbursement to contracting agencies for that year.

Appropriates $250,000,000 for the Inclusive Early Education Expansion Program and establishes the California Universal Preschool Planning Grant Program to expand access to preschool through mixed-delivery systems.

Allocates $2,000,000 to develop early identification tools for developmental delays and learning disabilities in preschool, transitional kindergarten, and kindergarten programs.
