Expands CalFresh Restaurant Meals Program (RMP) eligibility to all CalFresh recipients, to the extent permitted by federal law, rather than limiting it to homeless, elderly, and disabled individuals.

Requires the State Department of Social Services to seek all necessary waivers from the U.S. Department of Agriculture to implement the expanded eligibility.

Expands the definition of "establishment" eligible to participate in the RMP to explicitly include military commissaries and all locations within grocery stores where ready-to-eat foods can be purchased.

Allows the department to establish a statewide RMP through all-county letters by September 1, 2021, and requires EBT systems to automatically enable eligible CalFresh recipients to use benefits at approved RMP establishments.

Permits counties to determine the number, type, and location of establishments participating in their RMP programs based on administrative capacity and other factors.
