Expands the California Carbon Sequestration and Climate Resiliency Project Registry to include whole orchard recycling projects alongside existing natural and working lands-based carbon sequestration and direct air capture projects.

Defines "whole orchard recycling" as the onsite grinding or chipping of whole trees during orchard removal and incorporation of the ground or chipped biomass into the topsoil prior to replanting.

Requires the Natural Resources Agency to establish and maintain the registry by July 1, 2023, to identify projects seeking funding from state agencies or private entities that drive climate action on natural and working lands.

Mandates the Natural Resources Agency to consider environmental and public health impacts of direct air capture projects before adding them to the registry.
