Establishes Crisis Response for Victims and Survivors of Violence Pilot Program in San Francisco, Contra Costa, Los Angeles, and San Joaquin counties, operating from January 1, 2023 to December 31, 2026.

Requires each participating district attorney's office to establish crisis response teams that contact victims and survivors within 2 hours of violence or crime via telephone or text message, available 24/7.

Mandates crisis teams provide on-scene support, financial resources, emotional assistance, referrals to community services, and specialized response processes for mass casualty incidents (3 or more victims).

Requires comprehensive reporting to the Legislature and Governor by March 31, 2026, including data on victims served, services provided, partnerships established, and program outcomes.

Provides that if the Commission on State Mandates determines costs are state-mandated, reimbursement shall be made to local agencies pursuant to existing law; bill remains in effect only until January 1, 2028.
