State Water Resources Control Board must update stormwater data collection systems by December 31, 2025 to reduce reporting costs, improve enforcement tracking, and include facility-level best management practice accounting and geographic information system data.

State board must establish a statewide NPDES permit for commercial, industrial, and institutional facilities with impervious surfaces that significantly contribute pollutants to surface waters, with a draft order published by December 31, 2026 or 18 months after reissuance of Order 2014-0057-DWQ, whichever is later.

Statewide NPDES order must include multiple compliance options incentivizing onsite or offsite stormwater capture and use, and state board must develop a model memorandum of understanding for agreements between permittees and local municipalities for offsite stormwater capture.

State board must initiate stormwater program workshops by January 31, 2025 and submit a report to the Legislature by December 31, 2026 evaluating progress toward water quality standards compliance and recommending improvements in permit requirements, environmental justice considerations, source control measures, and stormwater funding.

Provisions are contingent upon legislative appropriation and Section 13383.11 expires January 1, 2031.
