Makes it unlawful to use shark bait, shark lure, or shark chum to attract any white shark, except as authorized by permit or under commercial fishing provisions.

Prohibits placing shark bait, shark lure, or shark chum into the water within one nautical mile of any shoreline, pier, or jetty when a white shark is visible or known to be present.

Prohibits placing shark bait, shark lure, or shark chum into the water for the purpose of viewing any shark when a white shark is visible or known to be present.

Defines "shark bait, shark lure, or shark chum" to include any natural or manufactured product used to attract sharks by taste, smell, or sight, including blood, fish, and surface or underwater decoys.

Violations are crimes; the state provides no reimbursement to local agencies or school districts as this creates a new crime under Section 17556 of the Government Code.
