Creates four accounts within the Waste Discharge Permit Fund: Waterway Recovery Account (30% of annual proceeds), Citizen Monitoring Account (5%, minimum $250,000), Community Capacity Building Account (10%, minimum $500,000), and Stormwater Innovation Account (5%), funded from the State Water Pollution Cleanup and Abatement Account proceeds subject to future legislation.

Waterway Recovery Account funds distributed to regional boards on pro rata basis for restoration projects, source control programs, stormwater NPDES enrollment, pollutant source identification, competitive grants for municipal stormwater compliance, and spatially-based stormwater information systems, with priority given to projects benefiting disadvantaged communities.

Citizen Monitoring Account funds the SWAMP - Clean Water Team Citizen Monitoring Program to increase water quality monitoring and establish priority water-contact recreation site monitoring with water quality hazard postings, prioritizing inland waterways in overburdened communities.

Community Capacity Building Account funds programs to increase disadvantaged and tribal community participation in state board processes, including improvements to language access, data access, communication, and digital divide initiatives.

Stormwater Innovation Account funds best management practice research, standardized effectiveness measurement methods, data collection and analysis, and long-term monitoring sites to inform stormwater management across communities.
