Requires the California Department of Education, in partnership with CaliforniaVolunteers, to review evidence on effective service learning for grades 9-12 and provide recommendations to the Legislature by January 1, 2024

Mandates development of uniform metrics to measure pupil progress toward academic, civic engagement, and other learning objectives through service learning programs

Establishes the California Serves Pilot Program to promote service learning access for grade 12 pupils at participating local educational agencies that have at least 50% unduplicated pupils enrolled

Allows grant funds for paid teacher planning time, professional development, instructional materials, student participation costs, and service learning coordination personnel

Requires a report to the Legislature three years after appropriation detailing program participation, participant demographics, pupil outcomes, and impact of service performed
