Authorizes the State Department of Social Services to establish a licensing program for medical foster homes for veterans, effective no sooner than July 1, 2024.

Requires applicants to submit detailed applications including criminal record clearance, employment history, evidence of good standing with the U.S. Department of Veterans Affairs, and an $88 application fee.

Establishes department authority to conduct annual unannounced inspections, deny licenses, suspend or revoke licenses for violations, and issue civil penalties ranging from $100 per resident per day for unlicensed operation to $7,500 for violations resulting in resident death.

Requires background checks for applicants, adults in the home, and individuals with client contact, with authority to prohibit employment or presence of persons with disqualifying criminal histories or conduct inimical to veteran safety.

Mandates medical foster homes comply with federal regulations (38 CFR 17.61-17.74), meet state licensing standards, maintain resident records, provide appropriate care supervision, and submit to department jurisdiction and periodic evaluation.
