Changes the purpose of the Bridge Reconstruction and Replacement Act from implementing the federal Special Bridge Replacement Program to implementing the federal Highway Infrastructure Program under the Infrastructure Investment and Jobs Act (Public Law 117-58).

Requires the California Transportation Commission to use a specific division ratio from Resolution G-97-05 (May 1, 1997) for allocating federal Highway Infrastructure Program funds between state and local bridge projects.

Mandates the Commission annually allocate minimum amounts of federal National Highway Performance Program funds and federal Surface Transportation Block Grant Program funds to the Department of Transportation for local bridge repair and replacement projects, based on federal fiscal year 2020-21 allocations.

Replaces the requirement to follow federal design standards with a requirement that local bridge projects be consistent with the most recent edition of specified design standards, including AASHTO, NACTO Urban Street Design Guide, and NACTO Urban Bikeway Design Guide.

Requires federal bridge funds to supplement, not supplant, other federal funding allocated to local bridge repair and replacement projects under Title 23 of the United States Code.
