Authorizes county offices of education and consortia of county offices of education to be eligible for selection as special education resource leads, in addition to special education local plan areas.

Changes the selection criteria for at least 3 resource leads from focusing on building "special education local plan area capacity" to building "local and regional capacity" to support local educational agencies.

Requires selection of a partnership consisting of a special education local plan area/county office of education (or consortia) paired with a family support organization or coalition, beginning with the grant cycle on July 1, 2023, subject to appropriation.

Directs selected partnerships to provide capacity building, training, and technical assistance on family support for families of pupils with disabilities and conflict prevention and alternative dispute resolution in special education.

Defines "family support organization" as state or federally funded organizations that provide support to families of pupils with disabilities.
