Authorizes each campus of California State University, California Community Colleges, and University of California to establish a campus mental health hotline for student access to remote mental health services.

Requires California State University and California Community Colleges campuses with a mental health hotline to print the hotline telephone number on student identification cards issued on or after January 1, 2023.

Requires California State University and California Community Colleges campuses without a mental health hotline to print their city's or county's mental health hotline number on student identification cards issued on or after January 1, 2023.

Requests (but does not require) University of California campuses to print either their campus mental health hotline number or their city's or county's mental health hotline number on student identification cards depending on hotline availability.

Requires reimbursement to local agencies and school districts for any state-mandated costs identified by the Commission on State Mandates.
