Establishes a pilot program requiring the Department of Motor Vehicles to evaluate using motorcycle safety program service providers and grant recipients to administer the driving demonstration portion of motorcycle licensing exams for class M1 licenses.

Requires a minimum of 25% of motorcycle safety program service provider and grant recipient sites to participate in the pilot program.

Authorizes the Department of Motor Vehicles to conduct oversight and inspections of participating sites, with authority to revoke participation for any instructors found to be passing applicants without administering the examination.

Requires the Department of Motor Vehicles and California Highway Patrol to submit a report to the Legislature by February 1, 2024, comparing pass/failure rates, inspection results, applicant numbers, and fees charged, with a recommendation on whether to extend the program.

Pilot program provisions expire January 1, 2025; reporting requirements expire January 1, 2028.
