Creates the Fentanyl Victim Compensation Fund in the State Treasury to support victims of fatal fentanyl overdoses.

Authorizes the California Victim Compensation Board to reimburse up to $7,500 for funeral and burial expenses and up to $5,500 for mental health counseling related to fatal fentanyl overdoses.

Allows surviving parents, grandparents, siblings, children, grandchildren, spouses, or fiancés of fentanyl overdose victims to apply for reimbursement.

Requires one-tenth of fines collected from convictions involving substances containing fentanyl under Health and Safety Code Section 11372 to be deposited into the Fentanyl Victim Compensation Fund.

Compensation from the fund is only available upon legislative appropriation of funds for this purpose.
