Requires health care service plans and health insurers to provide written notice about the Health Insurance Counseling and Advocacy Program (HICAP) to applicants seeking to add Medicare-eligible or enrolled dependent parents or stepparents, including local HICAP contact information and the statewide number 1-800-434-0222.

Mandates health care service plans, health insurers, and solicitors to provide HICAP contact information at the time of solicitation and on applications for dependent coverage of qualifying parents or stepparents.

Applies to individual health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2023, that provide dependent coverage.

Exempts specialized health plans, Medicare supplement insurance, CHAMPUS supplement insurance, TRICARE supplement insurance, and hospital-only, accident-only, or specified disease policies from these requirements.

Establishes that no state reimbursement is required for local agencies or school districts because any costs result from creating a new crime or changing criminal penalties.
