Removes the department's authority to implement childcare center licensing requirements through emergency regulations, allowing implementation instead via all-county letters or written instructions with the same force as regulations.

Authorizes the State Department of Social Services to implement and administer childcare licensing provisions through all-county letters or similar written instructions until formal regulations are adopted.

Repeals provisions allowing special optional toddler program components (for children 18-36 months) in licensed infant and preschool daycare centers effective January 1, 2024.

Maintains the existing January 1, 2024 deadline for all daycare centers to transition to licensed childcare center status serving infant, toddler, preschool, and schoolage children.
