Establishes the California Medical School Tuition for Medical Service Pilot Program under the Student Aid Commission to provide financial aid covering undergraduate, medical school, and graduate medical education for qualifying students.

Requires participating students to commit to practicing in primary care or high-needs specialties in medically underserved populations and areas of California for a specified period of time after completing their training.

Prioritizes eligibility for students underrepresented in medicine based on race, ethnicity, and language, as well as students demonstrating financial need, with goal of reducing health access disparities.

Authorizes the commission to contract with nonprofit entities headquartered in California to administer the program and exempts these contracts from standard procurement and regulatory requirements.

Becomes operative only upon legislative appropriation of funds through the annual Budget Act or other statute, with implementation to begin during the 2023–24 academic year.
