Amends Section 38566 of the Health and Safety Code to increase California's statewide greenhouse gas emissions reduction requirement from 40% below 1990 levels to 55% below 1990 levels by December 31, 2030

Requires the State Air Resources Board to ensure achievement of this more stringent emissions reduction target through rules and regulations that are maximum technologically feasible and cost-effective

Expands the scope of crimes related to violations of State Air Resources Board rules, regulations, orders, and emission limitations adopted under the California Global Warming Solutions Act of 2006

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because costs stem from changes to crime definitions and penalties
