Establishes the California Reproductive Health Equity Program within the Department of Health Care Access and Information to provide grants to safety net providers offering abortion and contraception services at no cost or reduced cost to uninsured individuals and those with household incomes at or below 400% of the federal poverty level.

Creates the California Reproductive Health Equity Fund as a continuously appropriated fund to provide grant funding to Medi-Cal enrolled providers who agree to provide these services and be identified as participating providers in the program.

Requires health care service plans and health insurers providing coverage to religious employers (without abortion and contraception coverage) to notify enrollees in writing at initial enrollment and annually upon renewal about abortion and contraception services available through the California Reproductive Health Equity Program.

Directs the Department of Industrial Relations to post information on its website by January 1, 2023, regarding no-cost abortion and contraception services available through the program for employees whose employer coverage does not include both benefits.

Requires the Department of Health Care Access and Information to conduct annual evaluations and report findings to the Legislature by July 1, 2024, and each July 1 thereafter.
