Permits use of template floor plans for residential developments on parcels where buildings were damaged or destroyed before January 1, 2020, due to disasters in state of emergency areas, through January 1, 2029.

Requires template floor plans to have been approved by local agencies between January 1, 2020, and December 31, 2022, and complied with building standards in effect at that time.

Restricts use to owner-occupied homes (not rentals or vacation properties) where owners lacked code upgrade insurance at time of damage.

Requires local agencies to approve resolutions after new state building standards are issued confirming that continued use of template floor plans does not pose significant health and safety risks, for plans used after July 1, 2024.

Authorizes use of template floor plans no more than six years after approval, and provides that no state reimbursement is required under Article XIII B of the California Constitution.
