Prohibits the State Water Resources Control Board from extending compliance deadlines for powerplants using once-through cooling if the local city or county formally adopts a resolution objecting to the extension.

Requires the Statewide Advisory Committee on Cooling Water Intake Structures to determine that an extension is not necessary to ensure electricity reliability before the state board can grant one.

Defines "once-through cooling policy" as the policy described in California Code of Regulations Section 2922, Chapter 22, Division 3, Title 23, which aims to phase out ocean water cooling at coastal powerplants.

Specifies that the advisory committee includes representatives from the State Water Resources Control Board, State Energy Resources Conservation and Development Commission, Public Utilities Commission, Independent System Operator, State Air Resources Board, State Lands Commission, and California Coastal Commission.
