Continuously appropriates 20% of annual Greenhouse Gas Reduction Fund proceeds, up to $600,000,000, beginning in fiscal year 2023-24 to the State Air Resources Board for allocation to air pollution control districts and air quality management districts.

Allocated funds support community emissions reduction strategies and reimburse participation costs for communities selected by the state board under existing air quality monitoring and reduction programs.

Funded projects must be included in the monitoring plan prepared under existing air quality law relating to community emissions reduction.

Increases the appropriation percentage from 10% to 20% and raises the annual funding cap from $300,000,000 to $600,000,000 compared to prior law.
