Department of Justice shall submit quarterly copies of firearm prohibition reports to State Department of Health Care Services in secure format, rather than retaining them exclusively.

Designated facilities must submit quarterly reports to State Department of Health Care Services identifying individuals admitted because they are gravely disabled or minors under age 13, including information required for firearm prohibition reporting.

State Department of Health Care Services shall share received information from Department of Justice and designated facilities with county mental health or behavioral health departments on a quarterly basis.

State Department of Health Care Services shall annually submit publicly accessible, deidentified and aggregated report to Legislature stratified by county, ethnicity, gender, and Medi-Cal status, with recommendations to reduce disparities in mental health treatment.

Implementation deadline is January 1, 2024, with State Department of Health Care Services to issue guidance without regulatory action to avoid duplicating existing reporting requirements.
