Prohibits the sale, possession, or use of neonicotinoid pesticides (acetamiprid, clothianidin, dinotefuran, imidacloprid, and thiamethoxam) for application to outdoor ornamental plants, trees, or turf beginning January 1, 2024, except for agricultural commodity use.

Allows the Director of Pesticide Regulation to authorize prohibited neonicotinoid use by written order if an environmental emergency exists, no less harmful alternatives are available, and the pesticide would be effective, with authorization valid for no more than one year.

Permits certified qualified applicators to possess and use neonicotinoid pesticides on fruit or nut trees, and allows licensed pest control dealers to sell these pesticides to certified applicators for such applications.

Exempts actions by state agencies against invasive plants or pests and applications to protect agricultural seeds from the prohibition requirements.

Violation of these provisions constitutes a misdemeanor; the state is not required to reimburse local agencies for enforcement costs under the California Constitution.
