Peace officers cannot stop pedestrians for traffic infractions unless a reasonably careful person would realize there is an immediate danger of collision with a moving vehicle or device powered by human power.

Restrictions apply to violations of traffic signals, crosswalk rules, and pedestrian control signals across multiple Vehicle Code sections (21451, 21452, 21453, 21456, 21461.5, 21462, 21950, 21953, 21954, 21955, 21956, 21961, 21966).

Pedestrians retain duty to use due care for their own safety, and drivers retain duty to exercise due care for pedestrian safety.

California Highway Patrol Commissioner must submit a report to the Legislature by January 1, 2028, evaluating statewide pedestrian crash data and whether the bill's changes impacted pedestrian safety.

Section 21456 includes provisions allowing bicycle operators to proceed across roadways on "WALK" signals, effective January 1, 2024.
