Extends authorization for employers to deposit disability indemnity payments in prepaid card accounts until January 1, 2024 (previously set to expire January 1, 2023)

Prepaid card accounts must allow employees to withdraw full balance without fees, access in-network ATMs, make point-of-sale purchases without financial institution fees, and prohibit credit links

Only permissible fees are for expedited card replacement, out-of-network ATM withdrawals after the second per deposit, and foreign transaction fees

Requires Commission on Health and Safety and Workers' Compensation to report to Legislature by December 1, 2022 on prepaid card program usage, including number of participating employees and benefit amounts

Either employer or employee may switch payment methods with 30 days' written notice; prepaid card authorization requires written employee consent
