Makes persons lawfully arrested for soliciting sex (under Penal Code sections 647(b) or 653.22) liable to the arresting agency for booking costs.

Authorizes arresting agencies to bill arrested persons and pursue collection actions for booking costs incurred during arrest processing.

Requires arresting agencies to offer an administrative hearing to allow arrested persons to contest their liability for these costs.

Provides that criminal court conviction or acquittal on the charge is binding on the booking cost liability determination, but nonprosecution does not necessarily eliminate liability.

Defines "booking costs" as actual administrative costs and "sex purchaser" as anyone who paid for a sex act or attempted, offered, conspired to, or loitered for such purposes.
