Expands the definition of "local agency" to include school districts, county offices of education, and charter schools for ethics training requirements.

Requires members of governing boards of school districts, county boards of education, and charter school governing bodies to receive ethics training regardless of whether they receive compensation.

School board and charter school governing body members in service as of January 1, 2025 must complete ethics training before January 1, 2026, then at least once every two years thereafter.

Ethics training must cover at least two hours of general ethics principles and laws relevant to public service, and may be offered in-person, online, or through self-study materials.

Provides for state reimbursement to local agencies and school districts for any costs mandated by this bill as determined by the Commission on State Mandates.
