Extends the repeal date of the San Gabriel Basin Water Quality Authority Act from July 1, 2030, to July 1, 2050.

Upon repeal, the Los Angeles Regional Water Quality Control Board shall dispose of the authority's property and assets, with proceeds used to pay debts and any remainder transferred to the Hazardous Substance Cleanup Fund for groundwater remediation in the basin.

Authorizes the State Treasurer to continue collecting pumping right assessments after the authority's repeal if debts remain unpaid, with collection authority ceasing once all debts are satisfied.

Exempts this act from state reimbursement requirements under the California Constitution, as any costs result from a program requested by the affected local agencies.
