Extends the $4 additional fee on business licenses, renewals, and building permits indefinitely (previously set to reduce to $1 on January 1, 2024) to fund disability access programs.

Maintains 90% of collected fees retained by local jurisdictions (previously set to reduce to 70% on January 1, 2024) for the "Accessibility Compliance Fund," renamed from the "CASp Certification and Training Fund."

Expands permissible uses of local funds to include providing financial assistance to small business owners for accessibility-related inspection, renovation, and construction.

Requires local jurisdictions to report annually to the Division of the State Architect on total fees collected, distribution of proceeds, and the total amount and number of small businesses receiving financial assistance for accessibility improvements.

Designates small businesses as those employing 50 or fewer employees on average over the past three years.
