Requires eligible bidders to submit an affidavit or declaration under penalty of perjury stating their eligibility status, with false statements subject to criminal or civil liability.

Prohibits institutions from conducting bundled sales (selling two or more parcels where at least two were acquired through foreclosure).

Specifies that institutions must respond in writing to all eligible bidder offers during the first 30 days before considering any other offers.
