Authorizes persons required to file reports or statements with the Secretary of State to submit them by email or other digital means prescribed by the Secretary of State instead of requiring paper format.

Requires email filings to be signed using a digital signature conforming to Section 16.5 requirements.

Designates reports or statements filed by email as the original documents for audit and other legal purposes.

Eliminates the requirement to file both an original and one copy of paper reports with the Secretary of State, reducing filing burden.

Applies to campaign statements filed by statewide elected officials, candidates, committees, and lobbying entities under the Political Reform Act of 1974.
