Expands written authorization requirements for towing companies to include any identification numbers (such as QR codes or serial numbers) for shared mobility devices or vehicles without identifiable make, model, vehicle identification number, or license plate number.

Adds definition of "shared mobility device" to the Vehicle Code as electrically motorized boards, motorized scooters, electric bicycles, bicycles, or similar personal transportation devices made available to the public by a service provider for shared use in exchange for financial compensation via digital application or platform.

Establishes that no state reimbursement is required for this act as it only changes penalties for existing crimes related to vehicle removal from private property.
