Requires the State Coastal Conservancy to establish criteria and an application process by July 1, 2023 for designating state surfing reserves along California's coastline.

Allows local governments (city councils and county boards of supervisors) to apply to the conservancy for state surfing reserve designation within their jurisdiction.

Requires applications to include descriptions of the proposed reserve's geographic location and cultural, historical, ecological, and economic value.

Requires the conservancy to approve applications if the area meets established criteria and to include approved designations in its publications and maps.

Authorizes the conservancy to revoke a surfing reserve designation if the area no longer meets the established criteria.
