Establishes the Task Force on the Children of Incarcerated Parents and Caregivers (COIP Task Force) to be convened as a committee of the California Child Welfare Council.

Requires the task force to include members with diverse backgrounds including individuals with lived experience of parental incarceration, tribal representatives, state agency officials, researchers, and advocates for children and families.

Mandates the task force submit a comprehensive report to the Governor, Legislature, Chief Justice, and Attorney General by December 1, 2023, addressing unique needs of children with incarcerated parents and providing specific policy and fiscal recommendations.

Requires the report to include examination of children's needs such as being informed during parental arrest, maintaining contact with incarcerated parents, receiving coordinated support services, and establishing benchmarks to track state progress.

Repeals the task force and all related provisions on January 1, 2025.
