Restructures the Santa Clara Valley Transportation Authority (VTA) board of directors from 12 members consisting entirely of elected officials to a hybrid board with 7 elected officials and 5 nonelected community members, effective July 1, 2023.

County representatives will include 2 nonelected community members (one with financing/accounting expertise, one with infrastructure/construction management expertise) appointed by the board of supervisors president with four-fifths board approval.

San Jose representatives will include at least 2 city council members or the mayor and at least 2 nonelected community members appointed by the mayor with city council approval, with at least one using public transit as their primary transportation mode.

Other cities in the county will elect 5 representatives (at least 2 nonelected community members and 2 city council members or mayors) through a ranked choice voting process conducted by individual city councils.

Extends director terms of office from 2 years to 4 years and allows the board to include ex officio nonvoting members from regional transportation or governmental bodies; imposes residency requirements on all community members appointed or elected to the board.
