Adds Section 1253.13 to the Unemployment Insurance Code to expand eligibility for unemployment compensation benefits.

Allows claimants to be deemed able and available for work if exclusively seeking telework for which they are reasonably fitted.

Permits claimants to be considered available for work on flexible schedules if total available hours meet industry standards for full-time or part-time work.

Allows claimants to delay starting or accepting work due to reasonable delays in securing assistance for family responsibilities, defined as care for minor children or care recipients.

Makes an appropriation from the Unemployment Fund to cover additional benefits resulting from expanded eligibility requirements.
