Extends juvenile court jurisdiction over nonminor dependents after age 21 for the limited purpose of ensuring they receive required transition services, support, and housing assistance, with nonminor dependents continuing to receive AFDC-FC benefits during this extended period.

Requires county welfare departments to verify in court reports that dependent youth age 16 and older have received specified documents (social security card, birth certificate, ID), information about employment and educational opportunities, credit reports, and case plan information about SSI applications and postsecondary education support.

Prohibits court termination of jurisdiction over nonminor dependents who have not secured housing until the county verifies it has provided transitional housing referrals, assisted with housing applications, and documented efforts to prevent homelessness.

Expands eligibility for expectant parent benefits to pregnant minors and nonminor dependents under dependency jurisdiction who would qualify for foster care payments but are not in approved placements, with automated payments to be implemented by July 1, 2024.

Requires counties that offer clothing allowances to extend them to minors and nonminor dependents under dependency jurisdiction who would qualify for foster care payments but are not in approved placements, with automated payments to begin July 1, 2024.
