Requires legal counsel programs under the Sargent Shriver Civil Counsel Act to provide services without regard to citizenship or immigration status of persons represented.

Mandates the Judicial Council consider applicants' plans for providing services to all potential clients regardless of immigration status when selecting and renewing grant programs.

Requires program applications to describe whether and how the program will ensure services are available to all eligible individuals seeking services regardless of immigration status.

Encourages existing programs whose lead agencies cannot serve certain persons based on immigration status to explore contracting with organizations that are not subject to the same restrictions.

Gives additional consideration to new program proposals that would newly provide access to legal services regardless of immigration status in their region.
