Authorizes persons participating in externship programs from approved schools to engage in barbering, cosmetology, or electrolysis for compensation without a license.

Modifies the definition of hairstyling practice to remove massaging, cleaning, or stimulating the scalp, face, and neck, and adds extending hair as a covered service.

Changes barbering preapprentice training requirements from a minimum of 39 hours to a duration established by the board in a board-approved facility.

Allows students to work as externs upon completion of 25 percent (previously 60 percent) of required clock hours, with extern clock hour credit capped at 25 hours per week and 25 percent of total course hours.

Specifies electrolysis course curriculum requirements: 100 hours health and safety, 100 hours disinfection and sanitation, and 400 hours in electrolysis, thermolysis, blend or dual modality, and electricity.
