Requires the Department of Motor Vehicles to report data by March 1, 2024, on the efficacy of statewide ignition interlock device requirements, including recidivism rates and injuries/deaths from alcohol-related crashes.

Updates the recidivism tracking system in Vehicle Code Section 1821 to monitor subsequent crashes related to driving under the influence of alcohol or drugs.

Modifies Vehicle Code Section 13800 to reference "crashes" instead of "accidents" when determining whether to suspend or revoke driving privileges for persons involved in vehicle incidents.
