Requires the California Department of Education to collect pupil data for students enrolled in state preschool programs operated by local educational agencies by July 1, 2024.

Mandates collection of all applicable data elements for preschool pupils that are currently collected for transitional kindergarten students to enable longitudinal tracking through grade 12.

Requires collection of the same educator data for state preschool program staff that is collected for K-12 classroom teachers.

Enacted to support understanding of transitional kindergarten's impact on California's early education system and workforce changes as universal transitional kindergarten expands statewide.
