Expands smog check exemptions to include motor vehicles manufactured after 1976 but prior to 1983 model year if owners submit proof the vehicle is insured as a collector motor vehicle.

Maintains existing exemption for all motor vehicles manufactured prior to 1976 model year from biennial smog check inspections.

Requires collector motor vehicle owners to provide proof of collector vehicle insurance as a condition of exemption eligibility.

Makes conforming changes to language regarding model years and diesel-powered vehicle inspection requirements throughout the statute.
