Creates the Online Jobs and Economic Support Resource Grant Program administered by the Employment Development Department to fund inclusive online platforms supporting employment and earnings opportunities, with focus on underserved and economically challenged communities.

Establishes the Online Jobs Training Fund in the State Treasury to provide grant funding, with individual grants awarded at no less than $100,000 to eligible applicants meeting specified requirements.

Restricts eligible applicants to nonprofits, cooperatives, public benefit corporations, or local governments that demonstrate experience serving underresourced populations, individuals with employment barriers, and maintaining digital infrastructure.

Limits grant fund use to platform design and testing, web hosting, technical infrastructure, user support and training, and outreach (capped at 25 percent for targeted population outreach and 5 percent for provider outreach).

Requires grant recipients to submit annual reports to the department documenting fund use, progress on commitments, platform access numbers, demographic data on users, and other implementation details.
