Requires counties to forward groundwater well permit requests (for new construction, enlargement, or reactivation) to the groundwater sustainability agency before approval, rather than merely considering such requests.

Prohibits approval of new groundwater wells or well alterations in medium- or high-priority basins unless the permitting agency obtains written verification from the groundwater sustainability agency that extraction is consistent with the applicable sustainability plan and will not decrease likelihood of achieving sustainability goals.

Requires permit applicants to provide a written report from a licensed professional engineer or geologist indicating the proposed well is unlikely to cause well interference with existing nearby wells.

Mandates permitting agencies post well permit applications on their internet website for at least 30 days before approval.

Exempts permits for domestic wells providing less than 2 acre-feet annually, public water supply systems, state small water systems, well maintenance, and well pump alterations from these requirements.
