Establishes the position of Deputy Secretary for Climate within the Labor and Workforce Development Agency, appointed by the Governor and subject to Senate confirmation, upon legislative appropriation.

Requires the Deputy Secretary to coordinate with state agencies to track progress toward 100% clean energy and identify timing and location of fossil fuel facility closures and workforce transition needs.

Mandates creation or coordination of programs with other state agencies to retrain and upskill workers for clean energy jobs, including identifying training gaps and prioritizing funding in communities affected by the energy transition.

Requires annual reports to the Legislature beginning January 1, 2025, on workforce transition progress, challenges, achievements, and clean energy job creation.

Sunsets the position and all related provisions on January 1, 2046, unless extended by later legislation.
