Requires employers with 50+ employees in nonattainment air basins to offer parking cash-out programs that provide cash allowances equal to or greater than the parking subsidy otherwise paid for employee parking spaces.

Redefines "parking subsidy" as the difference between the price charged to employees for parking and the market rate cost of parking, with market rate capped at $350 per month (adjusted annually for inflation starting January 1, 2024).

Mandates employers maintain records documenting that employees receiving parking subsidies have been informed of their right to receive the cash equivalent instead.

Authorizes the State Air Resources Board to annually adjust inflation-based parking cost amounts and imposes civil penalties for violations under Section 43016.

Allows cities, counties, and air districts to establish their own enforcement mechanisms and penalties, but prevents duplicate penalties from multiple jurisdictions.
